For the second week, there is no silence about the German band Rammstein’s concert on Monday. Since Wednesday, the residents of the surrounding districts could hear their rehearsals, the loud music could be heard even near the “Panorama” shopping center.

One resident of Vilnius shares information on the Facebook social network that on Wednesday the rehearsal of the group “Rammstein” could be heard even near the “Panorama” shopping center. The test sound was heard even through the double-glazed windows. According to the interlocutor, the noise can be heard throughout the city. The information is confirmed by residents of Naujininkai and Naujamiestis, they heard the music just… at home. The city municipality and the police received complaints.

“Vilnius police received 4 reports about the noise coming from Vingis Park. All of them were received between 18:00 and 20:00”, commented Tomas Bražėnas, the police representative.

It is true that the municipality has issued permission to organize the concert, and the police informed the presenters about this. The municipality itself has also received complaints from residents and urges them to record the violation by phone, because when the officers go to the place, the noise level is not always the same as at the recorded moment.

“Residents who are disturbed by noise should record a possible violation of the permitted noise level – for example, with a video recording the date and time of the noise, the place where it is heard, and the persons who were disturbed by the noise, rest or work. Such evidence should be recorded in a room with closed windows and doors, the purpose of which is to protect the people in the room from external factors, including noise.

Without evidence, it is almost impossible to establish a violation, because a concert rehearsal is not a source of constant noise, therefore, when the officers go to the place of a possible violation, the noise level may already have changed and not exceed the established norms,” says Gabrielius Grubinskas, representative of Vilnius City Municipality’s Media Relations.
