During the visit, Mr. Kuleba will hold talks with his counterpart S. Jaishankar and India’s Deputy National Security Adviser, the Ministry of External Affairs said in a statement.

Since Russia launched a full-scale invasion of Ukraine in February 2022, India has avoided outright condemnation of the attack, but at the same time has been seeking a closer security relationship with the United States.

Moscow and New Delhi have enjoyed close relations since the Cold War, and Russia remains India’s largest arms supplier.

India said Kuleba would discuss “cooperation on regional and global issues of mutual concern” with Indian officials during the two-day visit.

Indian Prime Minister Narendra Modi’s government has come under fire for buying hundreds of millions of barrels of Russian oil at the start of Moscow’s war in Ukraine, boosting Russian President Vladimir Putin’s war chest.

Earlier this month, Modi congratulated Putin on his re-election in an election in which he faced no real challenger and said he hoped to strengthen ties and develop what he called the special relationship between Russia and India.
