Residents are angry about the increased fees for notary services. However, the notaries are wringing their hands, because the Center of Registers burdened the residents with additional taxes, and they are only obliged to the state company to collect that money. The free and automatic service of the Registry Center, which was always free before, now benefits residents twice. Some have to pay an additional hundred euros.
Imagine you inherit, receive a gift or buy an apartment. This fact is registered by the Center of Registers and for this it is necessary to pay a fee of 8 euros.
Don’t get confused. This is not related to the title registration fee. In order for it to be transferred to you, you need to pay separately.
Residents are angry that another tax has appeared.
“The Registry Center has started to charge a fee for the de-registration of legal facts that are associated with the emergence of property rights,” explained Marius Stračkaitis, president of the Chamber of Notaries of Lithuania.
This means that once again you only pay for the deregistration of the fact that you bought, inherited or received a gift before.
This rate is meaningless.
Until now, the Registry Center did this automatically and free of charge.
“In my mind, this rate is meaningless. You didn’t have to pay for it for decades. Due to the fact that he does not change the owner, he registers and de-registers a fact that has no legal significance”, said M. Stračkaitis.
The check-out fee is the same as the check-in fee.
This means, from now on, the resident pays twice as much to the Registry Center, and does not receive any new service.

The amount varies depending on how quickly the procedures are carried out, as well as the amount of assets.
“After my son inherited 10 immovable items of small value – a fence, a well, an outdoor kitchen, the house itself, when the ownership is registered in the usual way, just for the registration of this fact, the son now has to pay about 100 euros,” said M. Stračkaitis.
So the sum is rounded.
Residents pay the fees for such Registry Center services to the notary, who already transfers the money to the state-owned company.
Lawyers explain that such a fee was a surprise to them.
Residents also complain that the services of the Registry Center are too expensive.
What changed, that the free procedure had to be charged, was asked by the Registry Center itself, but it only sent a written answer:
“Leading on 2023 December 6 According to the government’s decision, from January 1 of this year a new version of the provisions of the Real Estate Register entered into force, which stipulates that together with the request to register the ownership right, a request to deregister the legal facts about the emergence of this right must be submitted. For the deregistration of a legal fact, a fee determined by the Government is paid.
So, in this case, the Registry Center simply follows the legal acts.”
The Ministry of Justice explains that such a service has never been free.
“It was carried out with the resources of the Registry Center and the funds allocated to the state budget institution,” said Paulius Žeimys, advisor to the Minister of Justice.
So out of all the taxpayers money. It is much more logical to pay specific individuals.
However, after receiving complaints, the Ministry of Justice hesitated to change the rates. He promises to do it in May.
“The tax should be applied proportionately, taking into account the real estate transaction, and not as a blanket covering every deregistered legal fact”, P. Žeimys promised.
The Register Center is one of the largest state enterprises.
According to the latest data, in 2022 their profit was 8 million euros.
