“Cruelty or neglect of animals cannot be tolerated. Each of us is directly responsible for the well-being of our pets and we take responsibility for them”, says Tomas Katkus, mayor of Telšiai district municipality, and reminds residents that animal keepers must follow the rules for keeping animals in Telšiai district.

The rules for keeping animals in Telšiai district determine duties, prohibited actions, general and special requirements for keeping and caring for animals, requirements for keeping and caring for pets, stray and unattended animals in the territory of the municipality of Telšiai district.

The rules stipulate that persons are prohibited from:

– to injure, frighten or kill an animal without justifiable reason;

– not taking care of the animal’s health, not providing veterinary assistance to a sick animal, keeping it without food or water, torturing it;

– bathing animals on beaches, recreation areas and other places where people bathe.

– to drown, strangle or bury the animal, use methods or drugs, the consequences of which cannot be controlled;

– to kill the animal by inhumane means, cruel treatment, torture (drowning, beating, strangulation, burying, etc.), use methods and drugs, the consequences of which cannot be controlled;

– keep farm animals and accumulate manure in the residential or commercial premises of apartment buildings (storage rooms, basements) and general purpose areas (squares, parks, roadsides, city forests, etc.);

– to keep animals in food production and trading companies, public catering establishments, common areas of multi-apartment houses, dormitories, except for those where there are places for keeping animals;

– to take care of animals, take sand from children’s play sandboxes, pour sand contaminated with animal excrement into them, take animals there to defecate;

– prepare animals for mutual fights, organize animal fights;

– use homeless (stray) animals for research and training purposes, destroy them without complying with the requirements provided for in these rules;

– knowingly placing or otherwise providing poison or food, fodder or fodder treated with poison in areas accessible to animals;

– treat animals cruelly and torture them, by any means directly or indirectly promote and promote cruel treatment of animals, their torture, incite violence against animals;

– to keep fighting dogs, hybrids of fighting and dangerous dogs (in cases where such dogs are not prohibited by the laws of the Republic of Lithuania) and dangerous dogs in apartment buildings (this provision does not apply to dangerous dogs kept before the entry into force of the Law on Animal Welfare and Protection of the Republic of Lithuania, for which the Municipal Administration has issued a permit ).

– due to violations of animal keeping rules;

– due to violations of animal welfare requirements;

– due to unsupervised (loose) animals.

Lithuanian police (in case of emergency, general emergency number 112 or www.epolicija.lt):

– due to cruel treatment of animals or their torture.

It is not possible to walk dogs everywhere

The rules for keeping animals in the Telšiai district also regulate the procedure for transporting dogs. It is recommended to walk dogs in the animal walking areas provided by the Municipal Administration. In Telšiai, a dog walking and training area is located on Saulėtekio Street. 3.

If there is no dog walking area, it is recommended to walk your four-legged friends in meadows, at the edges of parks, in other less frequented places. If the dog keeper, while walking his pet in a closed animal walking area, can ensure that his dog does not pose a threat to other animals and people, does not escape from the area, the dog can be without a leash and/or muzzle. Persons walking dogs in kennels must collect excrement and other contaminants left by their dogs.

Dogs must be kept on a leash in common rooms or public areas. The person leading the dog must ensure that the dog does not pose a threat to people and other animals. If there are people or animals nearby, the leash must be shortened so that the dog does not pose a threat to people and other animals.

List of areas in the Telšiai district where it is strictly forbidden to walk dogs

It is strictly forbidden to walk dogs in the city of Telšiai:

– Telšiai City Stadium;

– children’s playgrounds near Lake Mastis;

– Telšiai St. The territory of the Church of the Assumption of Mary;

– Telšiai St. the territory of the Cathedral of Anthony of Padua;

– the territory of the Episcopal Palace of the Diocese;

– Telšiai Orthodox St. Nicholas Church territory;

– territories of medical institutions;

– bathing places at Lake Mastis.

In the city of Varnia:

– Varnia St. Alexander Church territory;

– Medininkai Square;

– The territory of the Varnias primary health care center;

– beaches at Lake Lūksta;

– Varnia St. the territory of the Church of the Apostles Peter and Paul;

– The territory of Bishop Motiejas Valančius Square.

And also in all in the areas of district educational and pre-school institutions, children’s playgrounds, cemeteries and the beaches of Lake Germant.

Pursuant to Article 346, Part 1 and 3 of the Code of Administrative Offenses of the Republic of Lithuania, persons walking dogs in unauthorized places may fine from 30 to 230 EUR.
