This is foreseen by the officially registered draft decision of the city municipal council regarding the Old Town reduced pollution zone and the local toll for the permission to enter it.
The draft resolution should be approved at the next meeting. By fixing car numbers, entry into the Old Town of Kaunas would be taxed from August 1 of this year.
The reduced pollution zone of the Old Town will include the inner territory at the confluence of Nemunas and Neris, which borders St. Gertrudos st. (from Kaunas Castle to Gimnazijos St.), Gimnazijos St., Birštonos St., Karalias Mindaugas Ave. (from Birštonas St. to Aleksots St.), except for A. Mapu St.
The one-time toll, which, as proposed in the project, will amount to 2 euros, will have to be paid by all vehicle owners – both residents and companies.
It is true that there are also exceptions that will not have to pay the toll. It will not apply to:
- for persons who have declared their place of residence, own, rent or otherwise manage real estate in the mentioned zone;
- municipal companies and contractors performing work or providing services in the zone;
- for the disabled;
- during municipal events for the vehicles of their organizers;
- cash for electric car drivers;
- until 2027 January 1 – for those who have permission to enter the protected areas, Vilniaus St.;
- for vehicles of special services (fire protection, police, ambulance, etc.).
The 2-euro fee for entering the Old Town can be paid in several ways:
- in cash or by payment card using a ticket machine;
- by sending a short message of the specified content by mobile phone;
- using mobile device applications approved by the toll collection agency;
- no later than within 7 days of leaving the zone by transferring money to the municipality by connecting to the parking website or arriving at the toll collecting institution.
The toll collecting institution will record its payment violations in the information system.
Cases of administrative misdemeanors will be examined and administrative fines for toll payment violations will be imposed by the municipal administration unit responsible for ensuring public order.
Violators will answer for violations in accordance with the procedure established by law.
