Trade was not allowed

Several residents of the Manor quarter of the city of Kelmė applied to the editorial office. They claimed that farmers used to bring fresh milk to Dvaros street. He used to stop by the barn of the manor, where the Kelmė region museum is located. Residents brought their own jars. Farmers filled them with milk. The need was huge. There was a queue. After all, it is twice as cheap for residents to buy natural milk than in a store. A five-liter capacity is only three euros. In addition, from this amount of milk another half liter of cream settles. Being very comfortable.

However, one day representatives of the municipality came to the barn of the manor and did not allow milk to be sold in that place.

People are outraged. Salaries in Kelme are low. The unemployment rate is high. Who knows how to spin. Five liters of natural milk is a huge boost for many. “Why are we deprived of the opportunity to buy even fresh milk directly from the farmers?” What is this new order?”, asked the callers to the editorial office.

“Surrendered” yourself?

Vaida Kaulakienė, the head of the Property Management Department of the Kelmė district municipality, claimed to Šiauliai kraš that where it is possible and where it is not to sell is regulated by the law. The place near the manor barn is public. You can’t do a market there.

“If we allow selling milk, then both florists and food sellers will want to sell flowers there. In the city of Kelme, there are certain places where you can trade. But you need to have a permit from the precinct and pay the toll fee,” said V. Kaulakienė.

In addition, according to the head of the department, farmers selling milk “contributed themselves” because they announced on the Facebook website where and when they will sell milk.

“We did not apply responsibility”

Vidas Račas, a specialist in the Law and Personnel Department of the municipality, who is responsible for public order, admitted that he was the one who, after receiving a report about the sale of milk, came to the manor barn on the day specified by the readers and introduced the farmer to the rules that must be followed.

“The farmer had a permit from the State Food and Veterinary Service, followed the hygiene requirements,” V. Račas claimed to Šiauliai kraš. – Therefore, we did not hold him responsible. We only asked to trade in designated areas. In addition, the toll tax must also be paid.”

There are several public and several private markets in the city of Kelme. One of the public markets on Darius and Girėnos street, next to the “Kelmynes” cafe. To trade in this place, you should obtain a permit from the city council and pay a toll fee.

The old town also owns the market in the town of Tytuvėnai. Trade is possible there after obtaining the permission of the Tytuvėnai city council.

In other public shopping areas of Kelme – Laisvė gynejėi square, near the cemetery, and the church – it is allowed to sell only before religious holidays or on other occasions.

The market in the city center is private and belongs to the KOOPS shopping center. The big market on Kęstutis street is also private. To trade in those markets, you need to get permission from the owner and pay a toll fee.

While the milk distribution campaign was going on for free or for a donation, farmers brought milk to the courtyards of apartment buildings. However, according to the public order specialist, it is not possible to sell milk in the courtyards of apartment buildings. It was allowed only while the protest action was taking place.

Only the so-called take-out trade is allowed in yards, when a resident orders a product, such as potatoes or other vegetables from the farm, and the supplier’s car brings it to the yard or even takes it to the apartment.
