“We have learned good lessons in dealing with heavy rains,” Prime Minister Sheikh Mohamed bin Rashid al Maktoum said after a cabinet meeting, adding that ministers had approved “two billion dirhams to liquidate the damage caused to citizens’ homes.”

Wednesday’s announcement comes more than a week after unprecedented flooding hit the desert country, turning streets into rivers and disrupting operations at Dubai Airport, the world’s busiest international passenger hub.

The rains, the heaviest in the UAE since records began 75 years ago, killed at least four people, including three Filipino workers and a UAE resident. UAE authorities have not released an official death toll.

The storm, which dumped a two-year record rainfall on the UAE, subsided last Wednesday.

But Dubai, known as the perfect and glamorous city, is still facing serious disruption after the rain, with water contaminating roads and flooding homes.

Dubai Airport canceled 2,155 flights, diverted 115 and was operating at less than full capacity until Tuesday.
