The chancellor of the Ministry of Education, Science and Sports, Julius Lukošius, explained that the recalculated amount of the project is reasonable and should be evaluated not in nominal terms, but in discounted numbers.

“I want to assure you that the price increase of 10 million we evaluate what it is and why it is necessary. For this reason, we ourselves approached both the Ministry of Finance and the Central Project Management Agency to understand the recalculations and indexations. In our understanding, the amount that is being recalculated is correct and reasonable,” J. Lukošius said at the meeting of the Seimas Budget and Finance Committee on Wednesday.

“As we understand the law, there is no need to go to the Seimas regarding that amount, because we should evaluate the amounts not in nominal terms, but in discounted figures,” he emphasized.

Aušra Vičkačkienė, director of the State Asset Management Department of the Ministry of Finance, testified that according to the 2015 According to the resolution adopted by the government, the maximum amount allocated by the state to the complex must not exceed 53.4 million. EUR, and after renewing the contract, the obligations amount to EUR 45.3 million. discounted value of euros.

“The maximum property obligations of the state are set in the Law on Concessions – 58 million. euros. (…) It is established that the Government, when making a decision on a specific concession or partnership agreement of a government entity, assesses the maximum investment obligations of state assets, which are presented at a discounted value”, explained A. Vičkačkienė.

“According to the Government’s resolution in 2015 a decision was made for the complex that the maximum amount of state property obligations should not exceed 53.4 million. discounted value of euros. (…) The updated decision on the amendment of the concession contract calculates that the state property obligations amount to 45.3 million. the discounted value of euros, that is, the change of maximum state obligations approved by the Government after indexation does not exceed”, she said.

However, “peasant” Valius Ėuolas said that the entire funding opportunity is an opportunity for politicians to refuse the part of the funds allocated to the Government’s project after the Seimas elections in the fall.

“The entire financing process, which is going on without the approval of the Seimas (…), this will create a very good opportunity to throw the contract into the trash can when the politicians come in the fall.” Then the people of Vilnius and the builder should prepare for the fact that in the fall there will be no funding from the Government, because the politicians will find a way to throw it in the trash and the entire burden will fall on the people of Vilnius”, explained V. Ėuolas.

At that time, the representative of the opposition of the Vilnius City Municipality Council, Aleksandras Nemunaitis, urged not to look at 2015. indicators, and the current situation and changes in the facility.

“It’s hard for me to understand discounting the value until almost 2015.” and those 59 million euros, which are everywhere (…), in all calculations, why will we try to show that it is 2015? the equivalent of 43 million euros? It seems to me that this is even a little unfair”, said A. Nemunaitis.

“We are basically talking about a different object now, and we should look at what obligations are emerging now, instead of looking at what we talked about in 2015,” he emphasized.

Vilnius city municipality administration announced at the end of April that it will adjust the project of the multifunctional complex, which includes the National Stadium. Taking into account the assessment of the Public Procurement Service (PPS), the intensity of investment indexation will be reduced.

It is indicated that 157.25 million was approved by the municipality in February. The value of the project will decrease to EUR 157.23 million. EUR – the estimated need for budget funds will be 25 thousand. euros lower than before corrections.

During negotiations on the indexation of investments of the multifunctional complex and the price of additional works, the costs of construction financing were also decided.

“During the negotiations, the concessionaire agreed to give a discount to the construction financing costs during construction and reduced them from 6.37 percent. up to 5.25 percent per year”, the municipality reported.

As stated in the published report, due to the expected reduction in the intensity of investment indexation, the concessionaire will refuse construction financing discounts granted to the Vilnius municipality and the Ministry of Education, Science and Sports (ŠMSM), as a result of which the total need for public funds will change minimally – to the lesser half in favor of the municipality and the Ministry of Education, Science and Sports (ŠMSM).

However, according to VPN, the Vilnius authorities took into account only a part of the changes, and regarding the comments that were not taken into account, the Council will contact the institution hoping for explanations.

The Vilnius City Council meeting is scheduled for May 15. The conclusion of the European Commission is expected to be received by the summer, the municipality said.

ELTA reminds that at the end of February, the Vilnius City Municipal Council approved the changes foreseen in the multifunctional project of the capital.

The real estate development company Hanner intends to take over the project of the national stadium in Vilnius from the capital fund manager BaltCap. Its owner, Arvydas Avulis, indicates that the construction of the stadium could be completed by the end of 2026. According to the mayor of the capital Valdas Benkunskas, the actual cost of construction alone from 2020 beginning until 2022 increased by 40 percent.

The entire multifunctional complex includes the National Stadium with a sports museum inside, a sports center with basketball, handball, gymnastics, boxing halls, three football training fields, an international category athletics stadium with a football field, an athletics warm-up area with throwing sectors, a cultural center with a library and Kindergarten with 300 places.

According to V. Benkunskas, after indexing, the National Stadium with the entire multifunctional complex should cost approximately 1.2 million. euros more than previously planned, ie 157.2 million. euros. It is estimated that construction works became more expensive by 27.1 million. euros, new works would also contribute (3 thousand additional seats in the stadium and a universal arena), that is 13 million. euros. However, it is stated that 38.1 million euros could be saved by borrowing for only 2 years, instead of 22 years, as previously planned.
