This is foreseen by the draft order of the Minister of Internal Affairs, which was prepared by the specialists of the state company “Regitra”.

They believe that residents will not be inconvenienced by having to wait longer for their certificates, as they will continue to be able to get them quickly if they agree to pay more.

Is it convenient to wait longer or pay more?

In the officially registered cover letter of the draft order of the Minister of the Interior, it is reminded that from 2024 July 1 the state company “Regitra” starts providing a new service – issuing a driver’s qualification card.

Driver’s qualification cards will be issued together with driver’s licenses using the same computer equipment, so the volume of work and the burden of issuing new (additional) documents will allegedly increase.

A driver’s qualification card will be required for those drivers of categories C1, C1E, C, CE, D1, D1E, D, DE, whose driver’s license does not have an EU code (95) for the categories.

“Taking into account the fact that the issuance of a driver’s qualification card will be an additional new service, it will be difficult to ensure the production of a driver’s license ordered under the general procedure (issuance within 10 working days) within the set deadline due to the increased need for production,” the accompanying letter of the draft order states.

According to its authors, since it is intended to determine that the driver’s qualification card is produced and prepared for delivery within 15 working days, it is appropriate to unify the terms of the general procedure for issuing driver’s licenses and driver’s qualification cards and set a deadline of 15 working days.

Generally speaking, the order envisages extending the deadline for issuing driver’s licenses by 50%. – 15 working days, not 10 working days.

“Changing the deadline for issuing a driver’s license under the general procedure to 15 working days would ensure maximum quality service provision (delivery of the result) on time.”

This will not cause any inconvenience to customers, as the provision that has been in effect until now remains valid, that the driver’s license can be issued urgently within 1 or 3 working days at the request of the applicant”, – that it is convenient to wait longer or pay more, the specialists of “Regitras” are convinced.

There are almost 90 thousand truck drivers in Lithuania. If cards were needed for all of them, there would be far less than 1.5 million. of all drivers whose license will be extended.

How much do you earn from driver’s licenses

Regitra lists the following current driver’s license issuance rates:

  • within 10 working days – 14.19 euros;
  • within 3 working days – 22.88 euros;
  • urgent order within 1 working day – 37.36 euros.

Judging from the publicly announced public procurement contracts of “Registro”, blank driver’s license forms are purchased from the company “Lodvila”. The price of one such blank certificate is 1.97 euros.

Each driver’s personal data, such as: date of birth, personal identification number, etc., is laser-engraved on blank licenses.

Judging by the public procurement contracts, Regitra does this with three Muehlbauer SCP 60 engraving machines, which were purchased for 528,000. bought from the company “Atea” for EUR.

According to the purchase agreement, these devices are covered by a 3-year warranty, and the supplier must ensure that spare parts are available for them for at least 8 years.

The contract also stipulates that each device personalizes 70 certificate forms per hour (210 – all three).

Within three years, three devices must finally extract from 150 thousand. up to 210 thousand driver’s licenses.

If we assume that the devices will wear out in 3 years and will no longer be suitable for operation, then dividing the price of the engraving devices for each of the certificates planned to be produced would result from 2.51 to 3.52 euros.

If you add the cost of one form and its engraving, it would be approximately 4.5-5.5 euros.

5 “Regitras” had to learn how to engrave certificates with laser devices. If they earn an average salary of 2360 euros in the company, they should cost 141.6 thousand in one year. euros.

Dividing this amount by 50-70 thousand of units of certificates that they have to engrave in a year, the price of the employee producing it would be between 2.02 and 2.83 euros for each certificate.

Adding this to the cost of the certificates would increase it to between €6.52 and €8.33. And this is still much less than what Regitra asks for a driver’s license.

By the way, last year “Regitra” received 30 million. EUR income and earned almost 4.9 million. EUR net profit (in previous years – 27.3 million and 3.7 million, respectively).

So it probably has the money to buy more equipment and hire more staff so that the certificates are issued faster and residents don’t have to pay more for faster production.
