The employees of six municipalities of Utena county (Utena, Ignalina, Anykščiai, Molėtai, Zarasai and Visaginas) who came to Ukmergė district municipality were interested in the good experience accumulated by the residents of Ukmergė in matters of domestic violence prevention.

Edita Balžekienė, coordinator of inter-institutional cooperation of Ukmergė district municipal administration, and Raminta Domanskė, coordinator of equal opportunities and protection against domestic violence, who organized the meeting, presented to their colleagues from other municipalities the algorithm and system of the coordinated response of Ukmergė institutions to domestic violence, they talked about the aspect of disability in the context of violence, the Municipality’s domestic violence activities of the environment prevention commission, etc.

The municipality of Ukmergė district and the Office of the Equal Opportunities Controller signed a cooperation agreement on the creation of the aforementioned algorithm in November 2019. In two years, the algorithm was created, and after another two years, it was improved, taking into account the disability of individuals.

In the 2021 European Policy Innovation Competition, the Lithuanian project in the field of human rights “Algorithm for responding to violence in the immediate environment”, the co-authors of which are the municipalities of the city of Alytus, Jonava and Ukmergė districts, the Lithuanian Human Rights Center, the Office of the Equal Opportunities Controller and the advertising agency “Nomoshiti”, was awarded 10 finalists of the competition.

In the municipality of Ukmergė district, 125 pre-trial investigations were initiated in 2022, and 114 in 2023, regarding possible domestic violence. From July 1, 2023, in order to improve the effectiveness of assistance to a person experiencing or having experienced domestic violence, a protection order against domestic violence began to operate – a preventive protection measure that allows the suspected abuser to be immediately removed from the house and thus protect the victims of violence.

In 2023, in the period from July 1 until December 31, 132 such warrants were issued in Ukmergė (of which 2 were appealed), a total of 23 violent people were delivered and temporarily accommodated in Ukmergė district hostels: 10 persons from Širvintos district and 13 persons from Ukmergė district.

In 2022-2023, assistance was provided to almost 500 people who experienced domestic violence in the Ukmergė district, and 461 assistance plans were drawn up.

“In order to successfully implement this algorithm, it is necessary to understand how the sequence of actions of different institutions, institutions, organizations should work in practical situations, which should be carried out in order to provide effective assistance to persons at risk of domestic violence or persons who have experienced violence, how data should be transmitted at the local level and how they should be coordinated. Cooperation between institutions can be a solution that prevents the emergence of new problems, as well as a factor of improvement and development”, said E. Balžekienė.
