According to the data of the pre-trial investigation conducted by the officials of the Šiauliai Board of the Special Investigation Service (STT), the head of the Šiauliai branch of a closed joint-stock company selling medical equipment bribed hospital employees for favoring the participation of both closed companies in public procurement organized by medical institutions.

It is suspected that it was agreed that the head of the company selling medical equipment would be personally informed about the public procurements carried out by hospitals, the amount of money allocated to them, or that the technical specifications of the medical equipment sold by the closed joint-stock company would be taken into account.

According to the investigation, the manager of the company accused of favouritism, organized the payment of car repair services for hospital representatives or their family members, as well as the purchase of telephones and other equipment. It is believed that the sums or value of the bribes could have reached up to 1,000 euros.

During the pre-trial investigation, it was established that the former director of the Radviliškis primary health care center demanded a bribe of EUR 3,000 from the accused company installing air conditioning systems and promised that during the public procurement it would be divided into separate public procurements of lower value, and the institution headed by her would buy air conditioning system and installation work from contracted companies.

This pre-trial investigation is separated from another large-scale pre-trial investigation, which aims to determine whether corrupt criminal acts were committed during the organization and participation in the public procurement of medical equipment and other medical instruments of different health care institutions throughout Lithuania. The investigation is controlled, organized and led by the Prosecutor General’s Office of the Organized Crime and Corruption Investigation Department and the District Prosecutor’s Office’s Organized Crime and Corruption Investigation Department, the investigation is conducted by the Central Investigation Board of the STT together with all territorial boards.

The Criminal Code provides for various penalties for bribery and bribery, including imprisonment.
