And indeed, in the history of independent Lithuania, there has never been such a dangerous general vote planned by the highest political authorities, as the May 12th referendum on dual citizenship promises to be. The current constitutional norm of Article 12 was formed on the basis of the legal traditions of our state and became a fundamental national value, because the main function of citizenship is to justify and preserve the deep legal relationship of a person with the state.

However, on May 12 in the referendum, the ruling majority of the Seimas of the Republic of Lithuania submits a proposal contrary to common sense to grant dual citizenship exclusively to Lithuanians living in “countries friendly to Lithuania”. and member development organizations.

And here, the Lithuanians of Australia, New Zealand, Sakartvel, South American countries, our ethnic lands – would not acquire Lithuanian citizenship. Aren’t these already friendly countries? It is clear that this is a complete absurdity, contrary not only to legal norms, but also to common sense. It is hard to believe, but in the referendum, a selective or categorical definition of dual citizenship is proposed for the general vote, which basically denies the democratic constitutional structure of citizenship. And This is a colossal legal fraud.

It contains unprecedented and unheard-of political division and confrontation that is deadly for Lithuania, with the purposeful aim that only a certain, exclusive part of the world’s Lithuanians, living in a limited geopolitical space – the EU states, the USA – could be flattered by this amendment of Article 12 of the Constitution ( no) right. Even more, this elite group of persons of Lithuanian origin from certain foreign countries would have the opportunity to study for free, receive social services, and receive medical treatment from the Lithuanian budget, even though they would pay taxes in completely different countries.

He could also calmly ignore the obligation of military service and the duty to defend the Motherland, as established by the current constitutional norm: every citizen of Lithuania must perform military service in accordance with the law. In other words, the multiple citizenship proposed by the majority of the politicians of the Seimas of the Republic of Lithuania brutally and brazenly consolidates the status of two types of citizens of Lithuanian origin: some have rights, but must fulfill their duties to their state, while others – who leave Lithuania and occasionally visit it – acquire all political and social rights – without any responsibilities.

However, the most important purpose of this brutally abused dual citizenship – in the name of which this whole pseudo-legal scandal of a state scale was invented – is to give the constitutional power to persons who do not live in our country to form the highest power in Lithuania through a referendum. Multiple citizenship would give the right to persons of Lithuanian origin, sworn in another state, to be elected as members of the Seimas in Lithuania, to the office of the President.

And this is no joke, because there is a plan to bulldoze through the entire Constitution of the Republic of Lithuania, under the guise of dual citizenship, destroying other constitutional norms arising from citizenship, related to military service, the oath to the state, that is, destroying the Basic Law from within.

It is no coincidence that the Seimas of the Republic of Lithuania back in 1996 December 19 in the adopted National Security Framework Law, which specified the risk factors and dangers facing Lithuania, one of such factors and dangers was considered to be “the efforts of other states to impose the principles of dual citizenship on Lithuania” (Part II, Chapter 9, Section 1).

The Constitution of the Republic of Lithuania is the Basic Law of the country, which has the highest legal power and for this reason is adopted and changed in a special referendum procedure. This law establishes and defines citizenship as an objectively existing legal relationship between a person and the state. The main law of the country gives citizenship a constitutional power and, at the same time, a fundamental value.

Citizenship gives meaning to the state itself and becomes a cornerstone in the creation of a modern constitutional structure. After attempting to politically destroy the foundations of the state’s constitutional structure, a very important legal institution necessary for the preservation of Lithuanianness throughout the world and strengthening of its foundations – the Lithuanian passport – is largely ignored. Even emigrants of Lithuanian origin who have acquired the citizenship of other countries, having a Lithuanian passport, would also receive all the rights of a citizen of our country: free entry, permanent life, education and education, other social rights, and their children and grandchildren – the right to restore Lithuanian citizenship

The logically contradictory, incorrect and basically distorted concept of dual citizenship, which is protected by the ruling politicians, contradicts the key principles of reasonableness, justice and honesty, which are necessary for all newly created legal norms and the entire structure of the Constitution of the Republic of Lithuania. And right does not arise from injustice (ex injuria jus non oritur).

And this tragic injustice dragged into the May 12 referendum on dual citizenship can only be resisted by a united civic will. The continuous initiatives of the ruling politicians to change the Constitution, and basically – to destroy its integrity and sustainability, by paving legally flawed and logically contradictory legal acts – are very dangerous. The Nation is protected by the Constitution, and if its powers are undermined or logically violated, the sovereignty of the Nation itself would disappear.

In the May 12th referendum, we DO NOT agree to the destruction of the Constitution of the Republic of Lithuania, which protects the consistently legally based institution of citizenship. THE VALUE OF THE LITHUANIAN CONSTITUTION – PRICELESS, CITIZENSHIP – INDESTRUCTIBLE!
