It was established that a parking lot/service area was installed arbitrarily on an unformed plot of state land, with a permit issued, but in violation of the essential project decisions (external dimensions of the building). The builder changed the dimensions of the self-service car wash parking area, ie increased the width from the planned 3.5 m to 14.47 m on the south side and from 3.5 m to 19.45 m on the west side.

As a result of the specified violation, the builder was issued with an act of arbitrary construction and a mandatory instruction within 6 months. deadline to eliminate the effects of arbitrary construction.

The building inspectorate also checked the legality of the issuance of the SLD, it was found that it was issued illegally. The construction project of the self-service car wash was prepared without following the mandatory construction project preparation documents – territorial planning documents. The detailed plan valid at the time of issuing the permit does not foresee the construction of a self-service car wash.

The construction inspectorate and the builder signed a settlement agreement. The builder committed within 12 months. to complete the detailed plan project of the area between Ukmergės and Šeškinės streets, to supplement the detailed plan of Šeškinės with the correction of solutions on the plot on Ukmergės Street, Vilnius, which would eliminate the violations recorded and named in the SLD inspection report.
