Rita, a resident of the Vilniaus Street apartment building next to the “Pivonija” shopping center, expressed her opinion about the two shopping pavilions that have appeared in the place of the demolished kiosks: “Many years ago, tables were built near Vilniaus Street, where residents sold vegetables and plants. When the regulations of the government or the order of trade changed, it was explained that there could not be traders here, they were moved outside the “Pivonija” store. After that, for a few years, trading took place along the sidewalk, as well as a couple of kiosks. The kiosks were recently demolished, and the traders were asked to move to the newly built market place. However, after the demolition of the three old kiosks, two new ones appeared. We do not understand why one of the kiosks, where flowers will be sold, was not built on the site of the demolished ones, but right next to Vilniaus Street, where trade could not take place previously. Residents think he has no place here. There are at least two reasons for this. The residents of the apartment building can see the unsightly back wall of the pavilion through the windows. Why do we have to look at it? In addition, when a market appears in this busy place, shoppers will not be able to feel safe – those who are in a hurry may be hit by a car.”
Ukmergiškė also said that the residents appealed to the vice mayor, called the architect and tried to prove that the kiosk was built in the wrong place. However, after the conversations, the residents seem to have realized that an exception was made for the owners of the new pavilion.
“It’s strange that some people were banned from trading in this place, while others were given the green light…” – wondered the woman.
D. Zimblienė, the deputy head of the Information Technology and Public Relations Department of the district municipality administration, assured that the consents for the construction of the aforementioned trade pavilions were issued in accordance with the rules for issuing consents of the Ukmergė district municipality for the construction of temporary simple structures, for the installation of facilities on state land where land plots have not been formed, and the locations were selected taking into account to Ukmergė District Municipal Council in 2015. June 25 the special plan for the layout of kiosks, pavilions and cars or trailers adapted for trade in the city of Ukmergė, approved by decision No. 7-72, which provides for kiosk parking spaces.
“No exceptions were made to anyone. When talking with the owners of the old kiosks, everyone was suggested to renew – to remove the old, unaesthetic-looking kiosks, and to build new, modern ones in their place. Only some of the kiosk owners agreed to such demands. There is still free state land near the “Pivonija” shopping center, which can be rented and built its own shopping pavilion. For this, a written request should be submitted to the administration of the Ukmergė district municipality. It would be examined and the relevant decision would be made by the working group established by the mayor’s decree”, explained the representative of the municipality.
