Until April 30 municipalities, entities engaged in agricultural activities, melioration system user associations and groups of natural and/or legal persons were invited to submit applications for improving the state of melioration systems. Here are the application results.

According to the intervention measure “Investments in melioration systems” of the strategic plan (SP) of Lithuanian agriculture and rural development for 2023-2027, support could be requested for the financing of two activities: the installation of regulated drainage in existing reconstructed melioration systems and the reconstruction of existing melioration systems.

The first mentioned activity – the introduction of regulated drainage into the existing reconstructed melioration systems – did not attract the interest of the applicants. Although 4 million was allocated to support this activity. Eur, not a single application was submitted for its implementation.

Meanwhile, according to another activity of the measure – reconstruction of existing melioration systems – 43 applications were submitted, the total amount of support requested is 12.6 million. Eur. 7.2 million was allocated to finance this activity. Eur. Since the amount of support requested exceeds the amount of support available for the call, support will be available to the applicants with the highest selection scores. This will become clear when the priority order of applications is drawn up. It should be remembered that the queue must be formed within 30 working days from the end of the application period – that is, by June 12.

Applications under the measure were submitted from March 1 to April 30. Up to EUR 40,000 could be allocated to those planning to introduce regulated drainage into the existing reconstructed melioration systems, financing 80%. of all eligible project costs. Those intending to reconstruct the existing melioration systems can expect to receive up to 300,000 EUR of support for the implementation of the project, financing up to 65 percent. of all eligible project costs.

Selection criteria

We remind you of the selection criteria applied to applications submitted for the reconstruction of existing melioration systems, and the selection points awarded for their compliance:

1. Projects in which polder pumping stations or dikes are planned to be reconstructed – 20 points are awarded.

2. Projects are implemented in territories where the agricultural land productivity score (of all plots located in the project implementation territory) is higher (determined according to the data of the Real Estate Register):

  • if 42 points and more – 20 points are given;
  • if 34.1-41.9 points – 15 points are awarded;
  • if 34 points and less – 10 points are given.

3. Projects in which the following are planned for the reconstruction of ditches and/or culverts:

  • 50 and more percent the value of the requested project investments (including VAT, excluding general costs) – 25 points are awarded;
  • 40-49.99 percent. creditable value of requested project investments (with VAT, without general costs) – 10 points are awarded;
  • 30-39.99 percent creditable values ​​of the requested project investments (with VAT, without general costs) – 5 points are given.

4. Projects in which environmental protection measures are implemented (installation of double slopes of ditches, sedimentation ponds, artificial wetlands are installed at drainage mouths, artificial floodplains are formed, stable annuals of fortified stones, logs or logs are installed, regulated drainage wells and valves) and their value includes:

  • 10 and more percent the value of the requested project investments (including VAT, excluding general costs) – 20 points are awarded;
  • 7-9.99 percent creditable value of requested project investments (with VAT, without general costs) – 10 points are awarded;
  • 5-6.99 percent creditable values ​​of the requested project investments (with VAT, without general costs) – 5 points are given.

5. Projects are implemented in territories with higher wear and tear of reclamation structures (points are awarded only if the wear and tear of all rehabilitated reclamation structures meets the specified wear limits):

  • more than 75 percent – 15 points are awarded;
  • 60.0-74.9 percent. – 10 points are awarded;
  • 45.1-59.9 percent. – 5 points are awarded.

Mandatory minimum number of points for project selection is 35 points. Applications that do not obtain the required number of 35 points will be rejected and will not be evaluated further.
