Tesla plans to lay off 400 workers at its only European factory near Berlin, the US carmaker said on Tuesday, after earlier announcing a 10 percent global job cut.

In order to avoid forced layoffs, the company plans to offer them a “voluntary program.” How to implement it will be negotiated with the labor council, the report states.

Tesla has not released any information on this yet.

“Tesla is currently facing challenges with declining electric car sales,” is one of the reasons given for the layoffs.

Last week, the carmaker announced it would not renew the contracts of 300 temporary workers at the Gruenheid plant near Berlin.

According to Tesla, its contract partner has already managed to find new jobs for most of these temporary workers.

The German factory currently employs more than 12,000 people.

Last week, Tesla said it would lay off more than a tenth of its workforce, around 14,000, citing a shrinking market for electric cars and lower global sales.
