After the Seimas approves the amendments to the Law on Tolls, those drivers who illegally use even the card given to disabled drivers, which opens up the possibility of free parking in the most expensive or most convenient places, will be immediately caught.

Member of the Seimas Monika Ošmianskienė commented on how dishonest drivers will be caught.

– The problem is sensitive enough. This will be confirmed by every person who drives or actively drives around the city. Parking spaces for people with disabilities are very often occupied by cars that should not be parked there, and there is almost no maintenance.

– Where are such violations usually committed? Are these the parking lots of a shopping center, various institutions, or just city parking lots?

– In the center, where there are paid parking spaces. Unfortunately, there are also very few places near medical facilities.

– There are also such impudent cases where they use the spaces intended for disabled cars for their business customers. How does that happen?

– There are many different cases of abuse. Some people buy cards somewhere in the market from third parties and park in the city for free or in places for people with disabilities. There are also cases where certain businesses hand out a card to customers to park for free while the procedure is being performed. These are real cases, hairdressers do that, for example.

– But when such cases are clarified, what awaits such businesses? Do they get penalized?

– To the best of my knowledge, the police have not investigated such businesses yet. It’s more – customer stories and shares.

– What does the new order change and how should it improve the situation for people with disabilities?

– First of all, the new procedure enables municipalities to automate the maintenance of parking spaces. This means that a certain car will be able to drive, scan car numbers and check whether this car has the right to park or not. Until now, parking for people with disabilities was simply marked with a specially issued card that is kept under the glass. Such a certificate did not make it possible to automatically check whether the car belongs to a person with a disability or not. Therefore, these changes were very necessary.

From now on, people will have to register both their car number and their card. It will be possible to automatically find out if this car has the right to park here and not be fined. This is one of the essences of the change.

Another, of course, is that it will help fight abusers who buy cards that use the cards of relatives they don’t own, such as parents. It even happens that parents use children’s cards for their own benefit.

The third benefit that will be provided after the adoption of this law is that people with disabilities have the right to park for free in municipalities today, but some of the lots are closed, fenced off. People with disabilities have the right to park for free, but they cannot do so, they must pay after entering the parking lot. These changes will finally make it technically possible for people to park for free.

– Will the fines remain the same as they were? Maybe with these changes it was considered to increase them?

– Fines remain the same. Fines for illegal parking in places for people with disabilities were increased earlier, so the amount of fines does not change with this change. Let’s just hope that the efficiency increases significantly.

– Various situations can occur, for example, a disabled person’s registered car breaks down, it needs to be delivered to a car service for repair, and what to do next?

– Today, a person has the right to travel in any car. That right remains. Just for his own convenience, he can pre-register two cars that he usually drives or is transported by, and in that case, when he arrives at a paid parking lot, he can just park and go about his business. However, if he is transported or if he drives in some third-fourth car with different license plates, he will have to mark himself in the system and get a free ticket.

– What if a disabled person does not have a car. Does he have the right to register other cars, such as those of family members, perhaps close relatives or neighbors who take that person to some medical facility from time to time?

– A person has the right to park if he is issued a special card. These are mostly persons with limited mobility who meet certain criteria. Anyone can transport those persons, be it a neighbor, be it a father, be it an uncle, be it a brother, it doesn’t matter. He has the right to register two cars. If someone else is driving, the right to park for free remains. Only after parking the car, you will need to make an additional note.
