From 2024 July 1 V The system managed by the Registry Center, E.skaista, becomes the General Information System for Accounts Administration (SABIS), and its management is taken over by the National Center for General Functions. The system will be updated and not only the user interface will change, but also the integration channels and electronic document formats for automated invoicing. Let’s try to consider what changes await the account provider and how you can prepare for it now.

According to the organizers of the project, the SABIS system will be technologically more advanced and more convenient for the user, its speed, security and compatibility with other state IT systems will improve.

It is important to mention that SABIS will support European e-Invoicing standard invoices and will operate in the international PEPPOL network.

Accounts can be submitted in the SABIS system in 3 ways:

  • entering data manually in the SABIS portal
  • Connecting automatically via universal ssaj (SABIS API)
  • By automatically sending invoices through the PEPPOL network

The first method is suitable for those who have a small amount of invoices. In this case, the changes will be minimal, you just need to log in to the new SABIS portal and enter the account data manually, similar to the E.sskaita portal. According to the organizer of the project, the agreement information and other historical data will be transferred to the E.skaita system in SABIS, so it remains to get used to the new user interface.

The second method is important and relevant for companies that provide large amounts of invoices to public sector organizations and use the current E.invoicing API interface for their automatic sending. from July 1. will no longer work, so it is necessary to adapt to the new SABIS API until then. If you use E.sskaita integration through the accounting system, it’s time to contact your service provider and inquire about SABIS integration.

The third option is also designed to provide a large number of accounts in an automatic way. Sending invoices via PEPPOL also works in the current system E.sskaita, so providers using the system will no longer need to change anything, the invoices sent will reach and update the SABIS system.

If you are not using PEPPOL yet, it is worth considering, because the network operates in many countries, so it opens the way to participate in EU public procurement, where it is mandatory to submit electronic invoices and exchange electronic documents with other businesses connected to the PEPPOL network. In addition, choose the method of sending invoices now, you will avoid possible problems with the E.sskaita and SABIS systems during migration.
