It is more beneficial for the municipality to exempt from the tax

The essence of the law is that after its entry into force and the determination of different tax rates in individual municipalities, builders must either install the infrastructure themselves, and they will later be reimbursed from new residents or businesses connecting to the same infrastructure, or must pay a solid infrastructure tax.

The latter must go to a completely separate account and is intended only for the development and maintenance of the infrastructure of the city and district or to cover the costs incurred by the first developer.

The problem is that in order to see real results, the tax should be very high, such that the municipality of Kėdainiai district would not dare to charge either residents or businesses.

Meanwhile, a smaller tax would not really solve the infrastructure problems, but it could hurt the builders’ pockets.

In most cases, residents are exempted from the tax because, as the chief city architect Rytis Vieštautas says, it is simply more useful for the municipality.

“If a person asks for an exemption from the infrastructure tax and is exempted from it, he no longer has the opportunity to request compensation for having installed the infrastructure himself.

In some areas, the municipality is not interested in expanding the infrastructure itself. If people pay the infrastructure tax and build a road there, we will have to return the money,” said R. Vieštautas.

It’s true, the politicians were confused as to why, when it comes to taxes, they talk about what is more useful for the municipality, and not for the people living in it.

“It is strange to hear that the municipality should benefit from this. It seems to me that the residents should benefit, not the administration”, replied Dangiras Kačinskas, the representative of the workers working in the opposition.

If the infrastructure is needed by the municipality, the tax will not be waived

It turned out that if you plan to build a building where the infrastructure, in the opinion of the municipal administration, is necessary, but it is not there yet, no one will exempt you from the infrastructure tax.

This happened to one of the residents who requested such a discount. The resident planned to build a commercial building with a total area of ​​91.72 square meters. m in the Dotnuva district, and asked to be exempted from infrastructure tax amounting to 366 euros. However, it seems that he was not lucky, because he intends to build a commercial building where, in the eyes of the municipality, the infrastructure is needed anyway.

As a result, he will have to pay this amount, although it is not as solid as some other residents asking for the same.

“It was decided not to exempt the tax basically because the infrastructure in that place is actually needed. In this place, the infrastructure will be developed, so since it will be developed anyway, the resident will contribute to its development in this way (by paying a tax – ed.), said R. Vieštautas.

If the municipality does not plan infrastructure, you will not be able to pay the tax. The situation is completely different for those who plan to build buildings where the municipality does not see the need to expand the infrastructure. These are more remote areas where it would not be financially worthwhile for the municipality to build a road. So if you have already decided to build a house on the outskirts of the village, understand that no one will build a road for you, but here is a little discount – at least you will not have to pay the tax.

This happened to a local resident who wants to live in the village of Kalnaberžė. There are plans to build a house and an auxiliary farm building there.

It was calculated that he should pay 5.4 thousand. EUR infrastructure tax, but since, according to the chief architect of the city, the plot is on the edge, nobody planned the infrastructure there, so the person can be exempted from the tax.

“The central government sometimes adopts such laws that do not suit the regions at all. All these tax exemptions clearly show that this law is completely unsuitable for the regions. It’s a good thing that a working group has been assembled, which, I think, will definitely accept a maximally symbolic fee of one euro, which, as far as I know, is also offered by the Kėdainiai branch of KPPAR, entrepreneurs”, said Dangiras Kačinskas.
