The government supports the proposal to warn or fine the owner of such a vehicle for illegally occupying a parking space.

A person would be warned or fined 100-300 euros for the first time, and up to 500 euros for a repeated offense. Protocols would be written by police officers.

Such amendments to the Code of Administrative Misdemeanors being considered by the Seimas, proposed by conservatives Vilius Semeška and Andrius Vyšniauskas, were approved by the Cabinet of Ministers this week – its conclusion was requested by the parliament.

At the same time, the Government proposes to the Seimas to improve the amendments a little more, since penalties are not foreseen in cases where a car is illegally parked in a place that is managed by rent or on other grounds.

The government emphasized that there may also be cases where the driver does not know that the parking space cannot be used by anyone, and therefore would be punished for the offense, even though he was not properly informed about the parking restrictions of the vehicle.

“The driver of a vehicle participating in public traffic must be clearly informed by road signs about places where stopping or parking is prohibited, as well as about places intended for parking only for certain vehicles,” the Government’s conclusion to the Seimas states.

Parliamentary committees will evaluate these comments of the Government, if they approve them, the amendments will be supplemented with new provisions.

As the initiators of the amendments have previously said to BNS, when buying a home, Lithuanian residents often also purchase a parking space for a vehicle, but are forced to deal with malicious actions if it is occupied by another driver.

The procedure for using the parking space of a vehicle under ownership at that time is currently not regulated, and even the police representatives have no means of impounding the car – upon arriving at the scene, they can only call the owner of the vehicle and kindly ask them to do so.

The parliamentarians are convinced that the amendments will make it easier and faster for police officers to resolve disputes.
