Specialists of the Vilnius City Municipality analyze how the main urban planning document – the General City Plan – is practically applied and implemented. Currently, the preparation of the monitoring (monitoring) report on the implementation of the decisions of the general plan of the city municipality territory for the year 2021-2022 is being completed, which also analyzes the residents’ comments. The report will be publicly available.

The general city plan was approved in 2021. June 2 Decision of the Vilnius City Municipality Council No. 1-972. It establishes mandatory provisions for the development of the spatial structure of the city and the use of the territory. The plan also includes priority areas where schools, kindergartens, sports, cultural and medical institutions are planned to be built, streets are planned, and green spaces are to be installed.

The monitoring (monitoring) report of the implementation of the decisions of the General Plan is prepared to summarize the comments of the public and interested groups and to evaluate how the General Plan is being implemented.

“The general plan is a strategic urban planning document that programs how the city will look in ten or thirty years. In order to ensure transparency and hear various opinions, we invited both the public and external experts to participate in the monitoring process,” said Benius Bučelis, Head of the Territorial Planning Department of the Vilnius City Municipality.

More than 90 proposals were received and registered from residents and interested persons, which were grouped into 13 general themes. Most of them are related to the reduction of green areas, forests and wooded areas or their part in the city territory, providing for the possibility of building buildings, as well as proposals for changing the content and/or boundaries of functional zones, increasing building regulations, adjusting the geomorphological elements of the natural framework, planning for green areas, street categories adjustment.

The collected information was analyzed together with independent experts. In consultations with external experts, various topics of the General Plan were examined: general requirements, external and internal structure of the city, natural environment, immovable cultural heritage, social infrastructure, economic environment and investments, communication system, engineering infrastructure.

During the monitoring of the implementation of the decisions of the general plan, the development trends of individual territories are predicted, and the need to change or adjust the General Plan is summarized.

The report is expected to be completed in the third quarter of 2024. Later, it will be submitted to the City Council for approval.

On the basis of the prepared report, the decisions of the general plan of individual territories can be adjusted with the approval of the Council in a separate decision.
